SAMPLE LETTER
I am deeply concerned about the provision in the state budget that requires the state-funded participants of the Connecticut Home Care Program for Elders to pay 15% of the cost of their home care. (Public Act No. 09-5, Section 66)
While I agree that there is a need to find cost savings and revenue enhancements to close the States budget deficit, I worry about my neighbors in our community who are affected by this legislation. These older adults who previously received needed home care services at no cost have suddenly been faced with charges that can range as high as $300-$400 per month. Many have been forced to reduce essential home care services or withdraw from the program altogether. Some, because of the co-pay, are now reluctant to even apply for help. I am concerned for their safety, health and well being as a result of the stress this new bill puts on them.
While there may be some very short term savings as a result of lower utilization of the Home Care for Elders Program and implementation of the co-pay, these savings will disappear when older adults opt out of a program that has consistently been shown to be effective at keeping or delaying them from admission to a long term nursing facility. As you know, nursing home care is far more costly than home delivered health and support services. Care to residents in long term nursing facilities already consumes a great deal of the states Medicaid funding.
I am asking on behalf some of our most frail community members, that the legislature revisit this act and consider rescinding the 15% cost share provision.
